The DELC service is provided by the MOD to deliver elearning to the Defence Community wherever it is located. It provides a network of Walk-In DELCs delivering on-line learning MOD-wide, and a pool of Rapid Reaction DELCs to support deployed forces. Individual learners can obtain courses from the Laptop Loan Pool and a Courseware Loan Pool provides licensed software to all MOD personnel wherever they may be.

A Walk in DELC is a permanent electronic learning centre with contractor provided Facility Managers delivering over 300 courses via the DLP, and this number is increasing all the time. The courses we offer come in a variety of topics, some examples of which are the following: Communicating and Influencing, Leadership and Developing People, IT, Working Together and Health and Safety, to name but a few. The DELC service includes internet access along with printer and fax support. The learner can book a course online, at any Walk-In DELC or by contacting the DELC Facility Manager (please find details of your nearest Facility Manager by clicking locations).  Alternatively, the DELC Support Centre can take bookings (please find details of the Support Centre under help).

A Local DELC has much to offer the student. Situated on an MOD site there are currently 64 Local DELCs available (a full site list of where to find them can be found under locations). The MOD provides these DELCs inclusive of staff and equipment. Currently there are over 300 courses available and this number is rising all the time. Courses are grouped into Core Competences in order to help career progression, and the learner can book a course via the Local DELC Facility Manager.

A Walk-in DELC can be converted for Instructor Led Computer Based Training by the incorporation of Smart Board technology and electronic projectors. This facility is designed to facilitate widespread use of the DELC service in Service schools and colleges.

The constituent parts of the DELC service are available for purchase through the DCSA Catalogue. Listings include all DELCs, with pricing for up to 24 Work Stations, and Laptops. Organisations should note that the DELC Service Infrastructure is funded by the MOD including much of the Courseware. Walk-In and Classroom DELCs can be ordered with contractor provided Facility Managers or organisations can provide their own Facility Managers working to the DELC Service Management Plan guidelines.

All orders are processed using a MOD Form 973 which is available online in the Catalogue or direct from the DCSA.

The Catalogue prices offer real value for money for all organisations and can provide a step change to the provision of learning. DELCs ordered through the catalogue will join the DELC Service and are required to provide open access to all authorised MOD personnel

This is the deployable option to support MOD personnel anytime, anywhere. It consists of a laptop server, with courseware and LMS (Learning Management System) pre-loaded, connected to up to 12 learning laptops via a wireless LAN accredited on a case by case basis. A wired version is available for ships. If a suitable connection is available, the server can be connected via the internet to provide the full Walk-In DELC service. Otherwise the results will be uploaded to the DELC service LMS when the DELC is returned.

Designed to support all MOD learners that cannot attend a DELC. Courses can be booked and undertaken by borrowing a laptop with the courseware pre-loaded. Upon return the results are uploaded to the DELC service LMS (Learning Management System).

The service includes a Courseware Loan Library that provides licensed copies of courseware applicable to the role of the requesting unit. The demanding unit is required to provide management information on usage in exchange for the free loan.
